Yes, both the Old and New Testament address the issue of basic kindness to animals -- though in Biblical times animals were typically useful property, not strictly pets. The Old Testament law commanded Israelites to help their neighbor by helping their neighbor's animal if they saw it straying, and the law stipulated various penalties for the mistreatment of someone else's property, which included their animals. Proverbs mentions that a good man cares for his animals. In doing several of His miracles, Jesus addressed the bitter Pharisees (who looked to charge him with violating the Sabbath) with the point that even they, Pharisees, knew that they should lead out their animals to water on the Sabbath; or if their animal fell into a pit, to help the animal out -- and to consider how much more so the principal applies to people.
