I'm just one week old here, but I think it's based on the number of points obtained by a certain answer. It's called TOP ANSWER if it has the most number of points.

Answer with highest number of points for that question.

I think Top Answerer is a person so it would be the member who answered the most questions at Answerebag. http://www.answerbag.com/stats?board=3&period=alltime Though I suppose you could also have a top answerer of the week, the person who answered the most for that past week. http://www.answerbag.com/stats?board=3&period=lastweek This particular week it would be Firebrand in both places:-)
