No, it is a theological statement. A human can perfectly well forgive someone who does not themselves forgive. It is a matter of Christian theology that the Christian God demands repentance and the forgiveness of others before granting forgiveness himself.

Verses taken out of context should not be shoved down other people's throats by pasting them along highways on huge billboards. The fact of the matter is, we are forgiven. God has forgiven us and demonstrated it by sending His Son. He has to have the debt paid for our sin so He sent it Himself to die on a cross. Whether or not you accept it and believe it decides Whether you are saved. Salvation is not dependant on our ability to forgive.
