We can, but we shouldn't. It's counter-productive. Trolls are in it for the attention, and putting their names up on a list is exactly the type of thing that will keep them coming back. The only policy that really works for trolls is to flag and/or ignore them until the staff can address the issue and discipline the troll. If these people have such a negative opinion of the site and its users that they'd go around trying to offend and anger people just for fun, then they probably see any attention as good attention, and I don't think all the "Shame" we could lay on them would ever put us one step closer to actually addressing the problem, and will more likely than not make it worse.
