No. A troll is someone that marks you or people down on alot of questions/answers without having reason. Examples, someone that does not like a question so marks it down, then clicks the question and marks down all the answers and/or clicks on someones profile and goes to all that persons answers/questions and marks them all down.

Yes, I think so. In my opinions questions shouldn't ever be downrated because they can be flagged if nonsense or offensive. I've only downrated questions if they were not really questions like: http://www.answerbag.com/q_view/379404

No, as it entirely depends on the person... someone with less than 80%+ may just have encountered a lot of offensive/nonsense answers and questions... It's difficult to tell a troll from their percentage of +ve ratings given it's better to tell if they're of troll descent by there apparant random allocation of negs on Qs and As that are not offensive at all, and how often they do it. mehhh I duno x
