We are going to Venice in january and we are flying to frankfurt first but we have got a 5 hour wait are allowed to leave the airport and go into Frankfurt for a few hours?

It depends on who you are flying with, if it is one single airline I would say no, otherwise it would prob be possible. However it would also depend on how far away the airport is from the city! Most european airports are atleast an hour away by public transport from the city and if that is true for Frankfurt then it would not realy be practicle to do the trip! Check with your airline to be sure.

It depends 100% on whether or not you have to clear German customs in Frankfurt. If you are held in a sterile area you will not be able to leave..I worked in a major airport for 31 years.

normally, yes. i have had tons of layovers in many countries and have been able to get out of the airport and walk around the city a bit. you have got to be careful though to be back on time! since you are flying into franfurt, you are most probably clearing European customs there, you won't need to do it again in italy. thats the way it normally works in the European Union...
