They are already damned to begin with -- see Romans 1, where the apostle Paul points out that the creation itself is enough proof and knowledge to accept or reject God. As Paul further explains, all mankind rejected even that level of revelation, so that all man are (already) without excuse. Missionaries are going to lost people, in the hopes of saving some, the elect of God. True, more light and knowledge means that some will more obviously turn away and reject it -- but that is merely revealing what was already in their heart to begin with, not making their spiritual condition any worse than before. Yet some will hear and come to the knowledge of God -- and this too must happen, as Paul points out in Romans 10:14 -- "How, then, can they call on the one they have not believed in? And how can they believe in the one of whom they have not heard? And how can they hear without someone preaching to them?"
