In most cases, No. After 90 days, the posting is dumped. Contact Ebay in your area and ask them.

No. Contacting eBay won't help either. Customer service has no easy and repeatable way to add feedback for items beyond the 90 days, they would have to contact the DBAs in order to add the feedback. You would need a seriously compelling reason to do so and I forgot is not one of them.
