The question is a little vague, it would help to know if you are on a network (wired or wireless), then it might be a firewall or too much protection. Another thing is the O.S., if it is xp then it might be antivirus or corrupted windows, for that a format/reinstall would fix you up. If it is vista, there are a few places to go to remove firewalls and conflicting software. Try cycling the network or your high speed modem, unplug the devices and leave them off for at least one minute, then plug in the modem and let the lights blink til they look normal, then plug in your router (if you have one), if you are on a wireless network, and it is an encrypted network, try removing the encryption, to do that you need to reset the router, that is different than cycling, there should be a "reset" hole on the back of the router, use a pen and hold that in for at least 20 seconds, the encryption will be gone, try and browse then. Perhaps an updated network driver.
