Usually through a HOA, Homeowners Association or a board that was set up to take complaints and remedy them. I have seen them where if you do not cut your lawn as required, they will get a contractor to do it and charge you. If you get multiple complaints the board has several options that they can use to force you to comply. Also thier is your county enforcement officer which I have seen in several counties that work out of the Countys Code Enforcement Division.

Someone literally goes around to each property and inspects. Pictures are normally taken and you are sent a violation notice with a time limit during which you must comply. Normally, you are given 2 notices before the 3rd, which is accompanied by a fine. When you purchased you home, you agreed to all the CC&Rs. They are considered legally binding and failure to comply and result in (up to) daily fines and the real possibility that they can take your home. I personally, after putting up with it for over 2 years, will never buy another home in a HOA.
