Most of the book of Proverbs is attributed to Solomon. He and his father David, both had secretaries that recorded his sayings and such. That is probably how Proverbs was compiled as the book doesn't say he 'wrote it' but that he 'spoke it'. In Ecc. 12:9 it says, "And besides the fact that the congregator had become wise, he also taught the people knowledge continually, and he pondered and made a thorough search, that he might arrange many proverbs in order." So he was very interested in preservuing these Proverbs. The two other parts that are not written by Solomon have King Hezekiah’s signature on the copy-work done by his scribes to signify that the work had been completed. They are not a theft.
