A person (male or female) who does this is genuinely interested in communicating with you in a meaningful way. That doesn't necessarily mean that he/she likes you, or that he/she likes you in a romantic way. However, it can be, and often is, an indication of that.

Eye contact doesn't necessarily mean a person likes you. I would say that it does mean he acknowledge your existence, though. There are people who are comfortable making eye contact with people while they talk to them. If it meant the guy automatically liked the girl, then at least one or two of the teachers that teach at the school I go to would be in so much trouble. They look into everyone's eyes when they are speaking to them because they are are either interested in what you are trying to say or they are trying to be a good listener. There could be other reasons, too, but that's what it seems like. I guess you should pay attention to how this guy acts towards other people, too, and not just how he acts around you.
