Because growth can occur while consuming the same amount, or less, resources. Growth is represented not only by the resources themselves, but where and how they are arranged. A spoonful of sand on a beach is essentially worthless. The same sand converted into a microprocessor is worth hundreds of dollars. Irrigation nether creates nor destroys water: it just moves it from the river where it is not very useful to the crops where it is needed.
