  • Yes, they just aren't using them. For instance, they have the right to vote but registration involves an address.
  • Are bums not normal people? They are just people who have fallen on hard times, mental illness, lack of oppurtunity among other things. if anything..bums have a survival instinct alot of us lack..imagine living life without the comforts we all take for granted.

  • I agree with tulipsand music. Also having no fixed address makes it difficult to hang on to any i.d. a person may have, or any money if there is nowhere relatively safe to keep it. The right to shelter, food and water, safety, and those sort of "rights" non-bums (whatever) take for granted, are stripped and unrecognised by those in "power". Those with homes, i.d, money, food, family, support etc.
  • There is no norm. Bums are human, and therefore should have shares of rights. But they're looked down upon because for one reason or another, they've ended up having to sit on a street corner begging for change while someone else is making millions for a couple of hours work on a movie set.

  • Under the law, yes they do. But not in the eyes of your "normal people". At one time I am sure that most every "bum" was a "normal person". Should such a person be stripped of their rights to life, liberty, the pursuit of happiness and other fundamental human freedoms because they've for one reason or another fallen on bad times? I think not. Now if they violate American law, then they should be treated like a criminal but only in the confines of the penal system (not penile system so get your heads out of the gutters people). The only thing I am uncomfortable with would be one working in my neighborhood which is full of children, including one child which is mine.

  • yea,they do unfortunatly these "rights wont feed,cloth or house them,but on the other hand most of them are on the streets because they messed up there lives if the state helps them what's stopping them doing the same again?

  • If you kill a homeless person you'll be arrested and go to jail. They have the same rights as everyone. Having a job and keeping a steady income is not a requirement imposed by law technically, I think that's what might cause some confusion as to what ''rights'' the homeless have. Some of the social benefits they get usually come with conditions, such as accepting to seek employment or therapy or whatever, unless they're really sick in the head, but unfortunately, a lot of those get overlooked and discarded, if it adds to the convenience of governmental establishments to do so.

  • Everyone has the same right, but everyone is not treated equally. Would you give mouth to mouth to a bum? I would'nt, and I hate to say that. My point is, if you live like a bum, or you are a bum in life, nobody is going to treat you the same as everybody else.
