Yes, they are refined in similar processes. Diesel fuel is not as clean as regular gas and has less additives. It takes less to refine and process so it markets cheaper.

Complex answer. Diesel used to be cheaper, now is more expensive. So: 1. The requirement for low sulfur in diesel which increased refinery costs 2. The fact that the refineries pass on more costs in diesel, so gas essentially subsidizes diesel. 3.
