I'll go with the cigarette smoking, not only is it annoying, it is also bad for my health. The other two things are just annoying.

The cigarette smoker! I would SOOOO be pulling out some perfume and spraying in their direction! Imagine a combination of all three!!

Annoying would be the loud talker but I hate smoke and sometimes can't breathe. It's more than annoying.

Cell phone. Or better yet, one of the walkie talkie cellphones. Bah! I don't need to hear your entire conversation in a blisteringly loud fuzzy voice. PUT THE PHONE TO YOUR EAR.
