  • You should definitely tell your parents, repay the money (with interest would be a nice touch) and apologize profusely to both them and your brother.

The end of your question indicates that you are most concerned with telling/disappointing your mother. After apologizing to them both, talk to your mother separately. Or vice-versa, whichever is most comfortable for you. Not knowing your current relationships with your parents and brother it would be hard to speculate the outcome. My hope would be that they forgive you completely and your relationships will be stronger. No matter what the outcome, you have matured and are taking responsibility for your actions. Nothing but "GOOD" can come from that as far as your personal development is concerned.
