This sounds fascinating. Sign me up. I have been interested in new design prints for living, especially small modular homes that are made of recycled materials. Unlike "traditional" trailer homes, the architecture of these homes takes space seriously and uses unique floor plans and encourages natural light to move throughout the floor plan creating different ambiance through out the day. This plan you sited is an example of brave forward thinking. How many have signed up or is it still in the planning phase? I can imagine that there are international boundaries to consider in the ocean and extreme weather conditions in some areas of the ocean to consider as well.
