NO! I don't have one, but I can just imagine, instead of standing by the door, my dog would be like, damn, I have to PEE! and a cat would be like, I am WAY too cool for you. It would be annoying and depressing!

They can; in cat language. They can communicate with us enough so we understand them, we know by their meow what they want, if indeed anything.
