This is an interesting question. In this country (US), most forms of violent behavior are illegal, with the exception of sporting events such as boxing, hockey, etc. So technically yes the only entity that is not penalized for violence is the US government. Do I think this is correct? In a moral sense no, in a realistic sense the only other option is to not defend ourselves or to actually allow violence within the country which would be unwise. BTW I do not consider what it going on in Iraq as "defending" our country, IMO it is an overt act of aggression perpetrated by our president, that was started because he was either incompetent or manipulated facts for his own purposes

I don't even believe governments should be allowed to engage in violence.Violence is the lowest of personality traits that humans possess and they should be curtailed and not encouraged.
