Yes I do think so. In the half-blood prince shortly after the death of Dumbledore McGonagall wanted to speak privatelt with Harry. She took him to Dumbledore's office and sat at his desk making it seem as she would be new headmistress. That being if hogwarts even opens the next year.

My opionion is that McGonagall will act like the headmaster, in my own thery i think that Dumbledore's death is an act to get Voldomort out from hidding
