I have a 1990 mitsubishi mirage lately i've been experienceing a very slow pick up in speed even if i warm the car first.What can cause this to be happening to my car?

  I just installed a fuel filter on my 95 mirage 1.5. is the top nut (the one with the hole in it that leads down to the filter) supposed to be facing a certain way so that the hole is facing the tube?
