  • Computers have many moving parts. These all generate heat, which is why a computer contains one or more fans. Normally they run silent, or very quiet. Like anything else in a computer, they can break, or become dirty.

    Dirt

The number-one enemy of a case fan is dirt. Dirt can get into the inner working of the fan and cause vibrations, which in turn cause noise.

    Bearings

The ball bearings that allow for smoother operation can become damaged, creating friction and noise.

    Obstructions

Debris may occasionally get caught in the intake grill for the fan, causing it to be struck on each revolution of the fan blades. This creates noise.

    Improper Installation

Fans that are installed improperly may become unbalanced, creating vibrational noise.

    Smaller Is Louder

Some fans are loud by design. While large fans can move a lot of air quietly, a small fan has to spin much faster to move the same amount of air. This creates noise.
