If he has been neutered than what he is doing is trying to be dominant over the younger rabbit. It would be better if you waited until you got the other one fixed and then slowly bond them together. You shouldn't just place them together as the larger one could hurt the little one. You need to introduce them slowly, let them have 'play dates' together, lasting no longer than 10-15 minutes at first and if they get along, then make them a little longer, with you supervising the whole time. Never let them fight at all, stop any fight before it starts. Gentle humping isn't too bad, but biting is a no-no.
