Abec relates to the precision of how the bearings are made... some people say that the higher the rating the faster you can skate, although that is not proven.
Check this site for a little more info...

Ps. I don't skate myself, but my partner has been skating for about 15 years.

    What Are ABEC Bearings?
The ABEC scale is a system for rating the manufacturing tolerances of precision bearings. The system was developed by the Annular Bearing Engineering Committee or Council (ABEC) of the American Bearing Manufacturers Association (ABMA). The American Bearing Manufacturers Association was formerly known as the Anti-Friction Bearing Manufacturers Association.

    What Does ABEC Mean?
The ABEC scale is a system for rating the manufacturing tolerances of precision bearings. Bearings rated under the ABEC system are typically called "precision bearings", and they are rated with a number from 1 to 9, with the higher number assigned to bearings manufactured against a higher standard of precision (high number = tighter tolerances = more expensive bearing).

    What Does Tolerance Mean?
Tolerance is the amount of variation from an absolute exact measurement that is permitted during the manufacturing process.

I'm going to try to make this as basic as possible, just because so many will tell you the meaning and the purpose of the ABEC system but when it comes to skating it's a lot simpler than many think - meaning what you actually want to know isn't normally what you're told.

When it comes to skate bearings your going to find 3's, 5's, 7's and sometimes 9's but they're really only for longboards. 3's are fairly slow, and certain companies make a good 3 but I'd suggest at least a 5. If you skate hard wheels you will never notice the difference between 5's and 7's because the hard wheels don't hold the speed well enough. 5's tend to last a bit longer for some reason and don't break as easily from impact (normally because they have stronger shields) and sevens are a little weaker however they are a bit smoother and can be faster in softer wheels. If you know your wheel grade and you're skating 95D's and harder I highly doubt that you'll notice the difference between 5's and 7's.

When you really get into it and spend a bit on bearings, swiss are the fastest, smoothest bearings - many different companies produce them. However, if you're like me and snap bearings like its your day job skate ceramics, they have ceramic balls in the bearings instead of metal, so they are stronger, do not rust, and are also self-cleaning. Keep in mind Ceramics and Swiss are significantly more expensive than ABEC bearings.
