If she's a best friend, you can take her out to eat or to a movie and she'll think nothing of it. If you feel something for her, talk to her about it. But be aware that (1) she may not feel anything more than friendship -- which you'll never know if you don't inquire, and (2) if you do start a relationship, it will likely change things between you permanently. It could be for the good (i.e., partners for life) or it could be difficult (it's rarely possible to go back to being "just friends" after a relationship).
My opinion: Go for it. Relationships between friends have a much better chance of success than relationships based solely on attraction.
Ask her out, and when she answers, you'll be sure.
