It differs from brand to brand. I can only answer for Acer Aspires here and I'm not going to type that process out just in case you have something else. A make and model would help us answer better.

First, set your CMOS/BIOS boot sequence so the computer boots from a bootable CD if there is one, and only boots from the hard drive if there is no bootable CD in it. Second, boot from a CD that has 'FDISK' and/or 'FORMAT' programs, and run them to wipe your hard drive totally clean and empty. Third, install the operating system you want.

Go to Start, then choose All Programs, Accessories and System Tools, and from the last list choose System Restore. That way you can wipe out bad viruses, etc. without destroying everything.
