Probably the owner.

Turn it in at any cell-phone store. I'm sure they can possibly track down the owner. Just let them know that it ISN'T YOURS, but that YOU found it...you don't even need to let them know where.

Push the send button twice, when the phone is answered explain how you came to find the phone and ask them if they know the owner. If they do, then there you go.

Why don't you turn it in at the nearest police station? Someone is probably looking for it and would appreciate getting it back. It would make you feel good also. +3

Who the hell doesn't keep either their number or at least their parent's number in their phone? Go into the phone book and look for "my number" or "my home" first. If you can't find it then look for "mum" or something. It's really not that hard, I've actually done it twice before. I'm sure the person would be grateful if you would try and get it back to them.
