I always thought once they have their first birthday, to me a baby is somebody under the age of one, but many people disagree with me.

I agree with you. The way the look when they first try to walk could certainly be called "toddling", I think.

Yeah, when they first start "toddling around" on two feet. It varies. One year to two and a half years. And if your toddler is a "late toddler", don't worry about it. I have a nephew who was running around on his hind legs at about a year. His younger brother was nearly two before he stopped holding onto things to walk. That one became a super athlete...and the older one became a musician and a "bookworm"...(lol). Nothing wrong with either of them. Just different.
