To verify that it is enabled...go to <internet options> in the control panel > then the advance tab. Scroll down the list until you see Java(Sun). It should have a check mark in the box.
Did you mean Java? Javascript is interpreted by your browser, you don't have to install it.
If you want to test Java, just go to some website with a Java Applet in.
E.g.: http://www.visi.com/~mim/nav/
By default it should set itself to on.
