I hold police to a higher standard and think that one bad cop ruins the whole force. I feel there are too many bad cops out there and their co-workers look the other way. However, if I was on the force, I would most likely not be there long if I saw bad behavior. Cops don't like to be "told on" and my morals would not allow me to keep quite.
I would make him/her go back in and pay for it. The answer would be no different if I was a cop or not. It is just wrong and not fair to the shop owner.
I would tell him to put the milk back. Police officers are professionals and as such, should self police. Officers have outlets in which to report unethical behavior of their fellow officers.
Cameras make no difference.

Ask him for some if not, Ill arrest the bastard.
Turn him in. Cops shouldn't abuse their power. They have to follow the law as well.
I would most likely say that I wasn't sure what was going on, and I assumed that the milk was paid for. As far as being on camera, if the camera caught me with my partner throughout the whole store, I would say that it wasn't me stealing the milk and that I had forgotten that the partner even had the milk when we walked out of the store.
Poke a hole in the bottle, just before he gets out of the car... as I assume the milk was already out of the store.
If your child were missing why would you stop cooperating with the authorities who are trying to find him/her?

I would hope that I would not marry someone like that. If that were the case then I would have to turn that person in also. Like I said my morals would not allow me to keep quite.
