Since pet ownership is a privilege and not a "right", why not legally require all pet owners to be bonded (or purchase insurance) in order to encourage them to take financial and moral responsibility for their pets?

As much as I love animals and hate to see them mistreated, I think you have the workings of the Constitution backwards. The Constitution enumerates certain things that the government has a legitimate interest in controlling. All things not so enumerated are reserved to the States or the people thereof. So our Rights include everything we aren't legally prohibited from doing.

Who says it's not a right? Common Law is based upon the assumption that every citizen has a right to own animals.

Do you really think many people would rescue pets from the shelter if they first had to miss a day of work to go stand in line in the DMV to present their proof of bond or insurance to get their pet license? No, you say. I didn't think so either.
