if you are updating: such as XP to Vista, then no, they have installation packages that simply update the OS and do not need to wipe the hard drives. But i you are really "changing" you OS, such as Windows to Linux/Redhat, then yes, an experienced PCers will be able to save there data during the installation but a general user will lose everything.

Depends. If your upgrading then usually Windows/Linux will keep your files. If it's a clean install then usually it will ask to format the drive. if you are upgrading to an OS that you use no if it is a different OS then yes you could always just use a dual boot system and pick which OS you want at satrt up
