It "Could" be happening.
However, many banks are STILL not loaning money and this is hurting the small businesses who employ many of the people in the world.
Unless the banks start loosining the rules, the "Recovery" is going to be a "Stillborn" product as they can't borrow to build, employ or thrive.
i honestly witness this 123 or so times on average per day, yes !

If it is over I dont see it! It seems to be getting worse not better...
