You can do it through a network - there are many tutorials online that can assist you in setting up a home network and accessing drives from computer to computer. Instructions can be difficult to write out through this media.

Yes you can. "I have a HP Mini, and it doesn't have CD drive, but I need to insert a CD to install the software for my tablet..." But it may be easier to see if you can download the software for the tablet from the manufacturer's website and install it instead. Less wires. Less money spent. Less configuration.

Using USB... no. At least not without removing the drive from the computer and placing it in a suitable external enclosure (or the loading of very obscure software that is very difficult to set up). However as nighthawk mentioned putting both computers on a local network, it is very easy to allow one computer to access the hardware of another (less easy in Windows but still doable). If you've a router then just plug in an ethernet cable to both and setup a network. But the mini has usb ports and an external cd drive only cost about 20 bucks... but here's an easier way. Im sure you've got a memory stick. just create an iso of the cd using poweriso or ultraiso and save it to the memory stick and put it in your mini and use magicdisc to emulate a cd from the iso on the memeory stick.
