No. You have to buy the rights to the photograph. Usually it only costs a couple of bucks, unless you want exclusive rights. Otherwise, you can be sued, since the photos are the property of the stock photo website in question.

No, absolutely not. As others have said, it's copyright theft and you could be sued for a *lot* of money. It's good that you're asking because a lot of people assume they can take things from the web without any thought.
I actually wrote a blog post for business about this very subject. The summary is: go to a stock photo agency, buy a licence for the photos and use the photos only within the terms of that licence.
Also, if you hire a graphic designer and they source photos, check if those photos have been paid for. You are financially liable for their mistakes.
