what resolution is your desktop display set to, if it is too low it can blur otherwise properly sized/resolution pictures.

I run into that *quite* a bit since I run my desktop at 1600x1200 and most wallpapers I see are only available up to 1280x960. That leads to all kinds of fun when I stretch it out. Many times, I have to go into XnView and do some tweaking and filtering to make it look right instead of becoming a pixelated, blurry mess. However, since you said that the dimensions are "plenty big enough", that leads me to think that you are downloading bad wallpapers. Not all people resize their images properly, and they may have turned the quality down a bit to make for a smaller file size. With low enough settings, a 1280x960 image will look like a blocky 320x240 thumbnail only larger.
