This problem is called "Dry Orgasm." It means an orgasm without producing semen.
It can be caused by retrograde ejaculation. In this condition, semen enters the bladder instead of emerging through the penis. This mostly affects diabetics and men who have had prostate surgery.
Another possible cause is a lack of semen production. Now if he produces one orgasm and it has semen, then has another orgasm 20 minutes later- it will likely be dry- and that's normal. If he never produces semen it could be due to damage to the prostate or seminal vesicles, which produce semen. This can result from bladder surgery, prostate surgery, and radiation treatment of the pelvic area.
