Down-rating only lowers the position your question or answer is in the database. When someone opens a question for advice or an answer, in theory the best possible answer should be at the top or closet to the question and the least helpful further away. The reason most get upset is because they think it is taking something away from them but it really isn't. Not every post is going to be placed in the number one position.
