Nerve-wracking to the point of utter distraction. I've had one boss like that and one boyfriend like that. I quit and left (respectively). Passive aggression is a way to manipulate someone into feeling that they have to do something they want you to do. Inherent in that is a failure to recognize that you would happily do that if they just, flippin', ask. In other words, when you're dealing with a passive aggressive person, he or she is not actually perceiving you as someone they trust, but as someone they believe they might possibly be able to manipulate. They don't understand the difference. Unfortunately their tactic works fairly frequently so it's unlikely that they will ever change. Run. Fast. Do Not Pass Go. Do Not Collect $200. Preserve your sanity -- it's worth much more.
