If she signed an agreement, then I doubt there is anything she can do about it. It is quite likely that they instituted that policy specifically because of situations like this. It's expensive to train new people when they don't even follow through on that training.

No, it is not legal. The requirement that an employer pay wages of at least minimum wage is a duty placed on the employer, NOT a right of the employee. An employee CANNOT waive a duty placed on an employer by the government.

No one can make you sign anything, they can help you decide to though, and there is a big difference between employment and training. Free training is a good deal.
