I have a first cousin. His dad and my dad are brothers. My cousin has another first cousin but I'm not blood-related to his other first cousin. Is his first cousin and I "second cousins?" If not then what? I like his first cousin. What do you call this?

nothing there is no blood relation. 2nd cousins are if your 1st cousin has a child that child is your 2nd cousin

I was born in the South, we'd call it second cousin, distant cousin, or kissin' cousin, depending on if you ever dit. :-) (and I don't mean a peck on the cheek)

your just cousins by marriage. it doesn't count. so its fine to like them.

Nope. You're not related to your cousin's first cousin, except by marriage, from the sound of things. Just to make sure everyone understands this... second cousins are a very specific relationship. If you had a child, and your first cousin (child of one of your parents' siblings) also had a child, the two children would be second cousins. If those second cousins then each had a child, those children would be third cousins. Et cetera.
