Undecided; can't figure out which way to go on it.
What it means is I'm unsure as to wheather or not I should do this or not (e.g like bungee jumping from the Ohio river,or you procrastinate something because of unsureness:)
We normally say "sitting on the fence" but means the same thing, unsure of your opinion.
For example, if you asked someone: "do you believe in the death penalty?", they could reply, "I am sitting on the fence", meaning that they are not sure if they do or don't.
Can't make up your mind which side to jump into. :)
