Irish whiskey isn't exposed to the peat smoke like scotch is and also irish is aged in new barrels while scotch is usually aged in a used bourbon or sherry barrel/cask. Peat is a moss found in abundance in that region and burns with a lot of smoke. A single malt scotch from islay is more smokey than say a single malt from speyside though as the peat and water and air is different.
