Yes, sometimes doors don't latch all the way. I work on doors and this is fairly common.

Certainly. If the door isn't shut all the way, a gust of wind, even if it doesn't blow into the room, can still lower the air pressure in the room and suck the door open.

Yes I remember one time my Dad shut the front door and the back door wasn't latched and opened a little. Then my dad realized he forgot something and came back in. When he opened the front door the back shut again and reopened when he closed the front door.
