Because the tiles were never sealed properly. There is moisture behind the tiles that never dries out and probably won't now. My father-in-law is a master builder so I do have some experience because he built our home. If it's really bad, you'll have to have the tiles taken off and the base (the material the tiles are attached to) removed and replaced with new material. You'll never get rid of it by cleaning only. It just add more moisture to the problem area. It's a costly repair but worth every penny if you plan to stay there. Good luck.
