Destructive Anarchy by ill-adapted denizens in ex-cities and towns, they will tear themselves apart when resources dwindle. Constructive Anarchy (i.e primitivism) will happen in rural areas where there is more resources, from there new communities will emerge and will perhaps become tribal localities where they may have to develop warrior castes to combat off others trying to invade and thieve off of them. After a few hundred years (providing this nation was isolated) im sure someone will try to unite them once more, perhaps with greater success than the previous government.

Probably chaos but not necessarily. You can have military rule or monarchy for example, both of which are pretty harsh on individuals (sometimes) but which can work. Personally, I will stick with being a citizen someplace where there is a government though!

You always need some form of government when you have more than one person. If there are only a few people, you can get by with mutual agreement on who decides what - but someone has to announce dinner time. But the more people there are, the more you need formal systems.
