Depending on what state you live in and the rules governing housing, after a certain period of time, you can inform them that you will seek quotes for a private repair of the item and then not pay that amount of the rent that is due. However, you have to be caught up on all rent/utilities in order to exercise this rule. Check with your local landlord/tenant rules to be sure.

I recently moved out my apartment building in nyc in which i lived for 15 years.They sent me a three thousand dollar bill.Can they do this?
