"Free thinking liberated woman" is a compliment. "Tramp" is an insult. Either term may or may not have anything to do with the behavior of the woman in question.

I don't think a free thinking liberated woman sleeps with every man she comes in contact with like a tramp might.

Ahh, this is the modern equivalent of the age-old question of "what is the difference between a bitch and a slut", with probably the same reasoning applied to it: The "freethinking liberated woman" agrees to have sex with you. The "tramp" does not agree to have sex with you. The modern version is more polite, and also praises the person who slept with her: she's not an indiscriminate "slut", making the guy posing the question a bit sleazy; instead, she "only sleeps with the best." ;-)
