  • All of the above. At least, in my state. You can refuse a sobriety test, but you will be charged anyway.
  • Answer b refers to implied consent, when you sign your driver's license (at least in my state) you have given consent to the state to take test if you are driving and are involved in a serious traffic collision or are suspected of drunk driving. If you refuse and are convicted, the penalties are inhanced. Additionally, the hospital where you are treated after a collsion will take blood, and that can be easily subpoenaed.
